Secretary of State for the Colonies.

I have consented at the request of Foreign Office through His Majesty's Minister at Peking to the loan of Eliot for an appointment in Siberia for the duration of war provided that no expense is entailed on(?)University. I desire, if you consent, to offer acting appointment to Clementi, salary

grant of £150 for passage to Hong Kong, £3,000 per annum at a favourable rate of exchange, and free married quarters at the (?)University.

If you approve please ascertain confidentielly whether it would be agreeable to him, and report at once.
